The BGMEA Wants The Cutting Inspection To Be Eliminated Based On Mere Suspicion.

The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) has called on customs officials to refrain from imposing cutting inspection requirements for imported fabrics and other raw materials for the export-oriented clothing industry on the basis of a single suspicion without a valid reason. They claimed that putting such restrictions in place takes time and interferes with export operations.


The National Board of Revenue (NBR) recently received a letter from the president of the BGMEA, Faruque Hassan, expressing this demand.


In the letter, the BGMEA also mentioned that recently, products are being released by imposing cutting inspection and other supervision conditions only on the basis of suspicion in the case of import of raw materials and accessories of the garment industry through all custom houses, including Chattogram Custom House. As a result, the post-import production process and export experience a number of difficulties.


He claimed that the export market for ready-to-wear clothing is cyclical and fashion-driven. The overseas purchaser is required to import the necessary raw materials and export the finished product within the allotted period. Exporters experience difficulties and monetary losses including discounts, order cancellations, air freight, etc. if they don't export the items within the allotted time. Purchase order cancellation frequently causes financial loss for the industry and renders it unhealthy.


He added that it would take a lot of time to execute these tasks in collaboration with the customs officers from the relevant bond commissionerate if the conditions of cutting and other supervision were to be applied. As a result, it is challenging to create and ship goods at the appropriate time and disturbs the production process.


Therefore, the BGMEA demands that all custom houses, including Chattogram Custom House, receive the necessary instructions not to impose cutting inspection and other supervision conditions on the import of raw materials for the garment industry based on a single suspicion in the interest of the nation's exports and taking into account the valuable foreign currency.
